CPSM Adds New Subject Matter Experts

The Center for Public Safety Management (CPSM) is happy to announce that David Segura and Victor Lauria have joined the team as subject matter experts. Segura will be serving as police and public safety subject matter expert and Lauria will be serving as a fire subject matter experts. Both are working closely with the Center for Public Safety Management Director Tom Wieczorek to assist public agencies in reviewing their public safety data and making recommendations for improvements. 

Segura is an expert in fire, emergency medical and marine safety services. He has served in the fire service for 36 years and has experience in oversight of maritime firefighting and lifeguard services for large beach communities. As the Fire Chief for the City of Huntington Beach, he was responsible for a department with 198 full-time and 150 part-time employees and an annual operating budget of $50 million. Segura holds a Bachelor of Science as well as a Masters in Public Administration from California State University Long Beach. 

Lauria, has served in a wide variety of positions including a police officer, K-9 handler, detective, undercover narcotics detective, crisis negotiator and numerous supervisory positions. Lauria retired as an Assistant Chief of Police with the Novi Police Department after serving the community for nearly 28 years. Lauria earned a Bachelor of Science from Northern Michigan University as well as a Masters of Science, with a concentration in Emergency Management, from Eastern Michigan University. Additionally, he holds a graduate certificate from the University of Virginia.
