Leonard Matarese Appointed to SFPD Task Force

Leonard Matarese, co-founder and Principal of CPSM, was selected in May 2018 to join the San Francisco Police Department Staffing Task Force.

Created by resolution of the San Francisco Board of Supervisors, the Task Force will develop and document appropriate methodologies for determining staffing levels throughout the Police Department. Matarese and the Task Force will additionally assist in conducting the staffing analysis itself.

Members of the SFPD Staffing Task Force include: SFPD Command Staff Robert O’Sullivan, Department of Emergency Management Anne Raskin, Controller’s Office Corina Monzon, Department of Police Accountability Samara Marion, Police Commissioner, Police Staffing Expert Craig Fraser, and Leonard Matarese, representing the International City/County Management Association (ICMA).

“I am honored to be a part of this Task Force,” stated Matarese. “As a result of this participation, I believe that CPSM will add to our knowledge of appropriate staffing methodologies which should contribute to our ability to assist ICMA members.”

Matarese was initially contacted by the Controller’s Office after he conducted a webinar for the International City/County Management Association (ICMA) titled “Asking Your Police Chief the Right Questions.” He was later interviewed alongside Dr. James McCabe, a ten-year Associate of CPSM and author of numerous ICMA and PM Magazine articles. Matarese and McCabe were credited as sources in the Controller’s publication, SFPD Car Sector Patrol Staffing Analysis.

The Task Force began meeting in Spring 2018 to review the existing methodology for Sector Patrol analysis and community input. The group continued meeting throughout 2018 to review analyses and methodologies for investigations, Special Operations, and support functions.
